Idaho Representative Scott Herndon wants private groups hosting free events on public property where you can open carry to keep them open-carry.

This follows an Idaho Supreme Court decision allowing private groups to rent public property but not allowing them to be open carry for the duration of their events.

"Groups that otherwise have done it can prohibit firearms at events that are free and open to the public. That the public, to a reasonable person, couldn't discern this is a restricted event."

Herndon says the reason for the added language is that private groups do not have restrictions on the length of time for the events. He adds that events charging fees and clarifying that open-carry is not allowed is a different situation and should be permitted to keep people from carrying.

"When these private groups rent, contract or get a permit to have an event on public grounds that you otherwise would be able to carry a firearm, then during the duration of the event, as long as the event is open, free and to the public, you have a right to carry a firearm."

After discussion among committee members, it did move forward.
