As a kid watching the reruns I thought exactly that OP and it did bother me. Later, lilke R2, I figured out it was only the water for the train - but not until I saw the water dripping on Bronson’s hat in “Once Upon A Time In The West” in college. As a kid I was familiar with the water towers on top of NYC apt buildings so I assumed that the tank they were swimming in also fed into people’s homes.
